In order for the use of AI to be as effective as possible, it is necessary to assess how ready market participants are for its deployment.
For this purpose, we have created:
- Index of readiness of priority industries for the implementation of artificial intelligence
- Index of AI maturity of federal executive authorities
Index of readiness of priority industries for the implementation of artificial intelligence
Russia's first large-scale survey of organizations from priority industries on their readiness to deploy AI technologies
- determines the current level of AI use;
- identifies barriers to AI deployment;
- helps to prepare the necessary measures of state support.
The index allows managing changes and tracking the efficiency of the implementation of the federal project "Artificial Intelligence".

In 2023, the Index of intellectual maturity of economic sectors, social sectors and public administration system was calculated
- The survey was conducted among over 4 000 industry organizations
- Over 15 federal executive authorities acted as research partners
- The assessment was carried out based on 33 indicators and in 18 priority sectors

In June 2022, Deputy Prime Minister Dmitry Chernyshenko announced the rating of digital transformation leaders of federal ministries and regions, prepared by RANEPA in cooperation with the Ministry of Digitalization:

- The Ministry of Culture
- 10 000 industry organizations were surveyed
- Over 30 federal executive authorities acted as partners of the survey
- Evaluation according to 8 criteria and 34 indicators

Index of AI maturity of federal executive authorities
Every year, RANEPA calculates the AI maturity index of federal executive authorities. The methodology was created on behalf of Deputy Prime Minister D.N. Chernyshenko and is being implemented within the framework of the federal project “Artificial Intelligence” of the national program “Digital Economy of the Russian Federation”.
AI maturity index of federal executive authorities:
- Highlights the strengths and weaknesses of each federal executive authority in the field of AI
- Identifies best practices for using AI in the activities of federal executive authorities
- Identifies the conditions and factors influencing the readiness of a government agency to implement AI technologies.
All government agencies are ranked into 4 levels according to the degree of their AI maturity:
Indicators for assessing the AI maturity of federal executive authorities
- Data - the speed of providing access to data by a government agency in case of a request is assessed
- Management - the approach of federal executive authorities to the implementation of AI technologies is assessed
- Culture and personnel - the number of staff of data and AI specialists is assessed, as well as the personnel policy of the federal executive authority for the development of employee competencies in the field of AI
- Processes - the number of federal executive authorities departments that are customers for the implementation of AI solutions is estimated
- Products - the number of implemented solutions using AI technologies is estimated
- Models and tools - the speed of implementation of an AI project is assessed: from setting a problem to implementing a solution
- Infrastructure - assesses the level of availability of computing power and development environments for the implementation of AI projects
By 2024, according to the AI development strategy, all authorities must approve changes to departmental digital transformation programs and implement measures for the implementation of AI.
- The Federal Compulsory Health Insurance Fund plans to use a voice assistant for smart speakers, which will remind you about an appointment with a doctor and collect feedback;
- Ministry of Internal Affairs is implementing pilot projects to identify serial crimes, as well as determine human anatomical characteristics using biomaterial from crime scenes;
- The Ministry of Justice is developing an intelligent legal assistant and an AI-based system for examining normative legal acts;
- Rosstat uses AI to work with cash register equipment and monitor the consumer basket in real time;
- The Ministry of Industry and Trade is developing a project to analyze applicants’ documents using AI and introduce a chatbot to advise users;
- Ministry of Emergency Situations is implementing a project to identify thermal anomalies, predict water levels and recognize damage from photos;
- The Federal Medical and Biological Agency is introducing AI into its work for research and clinical trials.
- The Ministry of Health plans to detect signs of COVID-19 in CT studies using AI;
- Rosmolodezh is introducing a system for developing personal youth development plans;
- Minstroy creates a document management and remote certification service.
